According to Osho, there’s a gap because humans live largely in unawareness. Morality voices society’s highest aspiration imposed from without, while legality enforces the minimum necessary to prevent chaos. Legal guilt concerns breaching the baseline; moral guilt reflects falling short of the ideal. True virtue transcends both, arising from awakened consciousness where action is naturally good.
Laws ask the least so society works, morals ask for our best, and only inner awareness makes what we do truly good.
