The criminal is the failed, unsophisticated version—unconscious, impulsive, causing limited harm. The politician is a successful, hypocritical, premeditating criminal, armed with institutions, capable of mass violence. If forced to choose, the criminal is the lesser evil.
Both want power and excuse bad actions; criminals act rashly and hurt fewer, politicians plan it and can harm many.
