According to Osho, a government-less society is an ultimate, utopian ideal achievable only if humanity becomes wholly divine (pure sattva) — which won’t happen — yet keeping this horizon reduces government. Where tamas and rajas dominate, external control is needed; as sattva and culture grow, people self-regulate, so authority shrinks. No absolutes exist; progress means continually less government through inner refinement.
If people grow so clear and kind inside, they won’t need many rules or police; we may never be perfect, but aiming there means needing fewer controls.
