Are dacoits and vikings considered rebels, and are they born or made into rebels?

According to Osho, dacoits and Vikings are not rebels but participants in the same exploitative game as kings; they merely play it illegally or less cleverly. A real rebel rejects the entire game itself. As for their nature, such criminals are largely born that way—biochemical, hormonal inheritances—so punishment fails; understanding and transforming society’s game is the real need.
